We are going to produce the DVD(in English and Japanese) about the “Safety guidance for Passing through Kanmon Kaikyo” as an educational tool for Captains and Deck Officers based on the view from seafarers, in co-operation with Organizations of Maritime Education, Kanmon Straits & Harbour Pilot Association and also Japan Coast Guard.
It contains movies from ships and explanations of navigation rules,landmarks and remarkable navigation aids.
The DVD can be accessed on personal computer and will be provided free of charge but for a limited number of copies.

The 89th session of the Maritime Safety Committee was held between 11th. and 20th. May, 2011 in London, England. The committee, at which the staff of the Department of Technology and Research was present, clarified the issue of transitional provisions relating to the 2010 Manila amendments of the STCW Convention.

The staff of the Department of Technology and Research attended the Diplomatic Conference on the International Convention on standards of Training, Certification and Watchkeeping for Seafarers,1978 The conference was held in 2010, June 21st. to June 25th. in Manila, the Philippines.
The report for the Manila amendments to the STCW Convention is under preparation.

平成２８年１１月２１日〜２５日の間、英国ロンドンにある国際海事機関（IMO）において、第９７回海上安全委員会が開催され、日本政府代表団の一員として、当センター常務理事および技術・研究部主任研究員が船員関係の議事に積極的な貢献をしました。
今次会合では、STCW条約附属書第V/2章に係る旅客船の乗組員に対する安全訓練要件が採択され、旅客船安全習熟訓練の要件が追加されるとともに、群衆管理訓練についてはコードA部に能力基準の詳細（表）が設けられました。（2018年7月1日発効予定）
また、極海を航行する船舶の船長・航海士の要件を追加するSTCW条約第V/4章、及び関係STCWコードの改正案が採択されました。（2018年7月1日発効予定）

平成２８年５月１１日〜２０日の間、英国ロンドンにある国際海事機関（IMO）において、第９６回海上安全委員会が開催され、日本政府代表団の一員として、当センター技術・研究部主任研究員が船員関係の議事に積極的な貢献をしました。
今次会合では、国際航海に従事する旅客船の損傷時制御操練に関する新たな要件を、SOLAS条約第II-1章、第III章に追加する改正案を承認しました。（2020年1月1日発効予定）
また、極海を航行する船舶の船長・航海士の要件を追加するSTCW条約第V/4章、及び関係STCWコードの改正案について、最終化を行いました。（2018年7月1日発効予定）

１．前回のHTW2から審議が続いていた旅客船に乗り組む船員の訓練要件について、STCW条約附属書及びSTCWコードの改正案を取りまとめ、委員会による承認のためMSC96に報告することに合意しました。
２．船員の疲労の軽減・防止のための「疲労の軽減及び管理に関するガイドライン」の見直しについては、次回小委員会（HTW4）まで、審議を継続
３．1995 年のSTCW-F 条約について、採択以来、初めての包括的見直し議論開始
４．船員の休息時間及び証明書に係るPSC ガイドラインの見直しについては、7 月開催のIII 小委員会及び次回HTW4 で継続審議することに合意しました。

平成２７年６月３日〜１２日の期間、ロンドンにある国際海事機関（IMO）において、第９５回海上安全委員会が開催され、日本代表団の一員として、当センター技術研究部主任研究官が船員関係の議事に積極的に貢献をしました。
今次委員会では、今後その需要が予測されるガス燃料船に関して、その規則（IGFコード）に係る船員の訓練・資格要件に関するSTCW条約・コードの改正及び新設が採択されました。
また、HTW小委員会で合意した極海域を航行する船舶に乗船する船長・航海士に対する訓練要件であるSTCW条約の改正案及びコード案が承認されました。次回の海上安全委員会で採択される予定です。 加えて、我が国は、１９９５年に採択して以来改正していないSTCW−F条約の包括的見直しの提案を行い、その見直し作業が人的因子訓練当直(HTW)小委員会に委ねられることになりました。
